My husband filed my petition on june 2010 i want to know how much time would it take for me to reach u.s.a?

hi! i wnat to know that as now rules are changed for spouse petition and takes app. 4-5 years to reach u.s.a i want to know that whether this rule will be applied for already filed cases or not either they will take their processing time according to the rula being applied at the time of petition
